We bring together subject matter experts from policing, local authority, education, faith groups and the private sector to support Standard Tier premises to successfully implement their responses to the Martyn’s Law legislative requirements

Our focus is supporting Standard Tier premises in a way which is affordable and allows them to work at their own pace. This is achieved through bringing everything Standard Tier premises need into one place, including easy to understand explanations of the requirements, templates, webinars, and information taken directly from ProtectUK, NPSA and Government guidance.

What is Martyn’s Law?

Martyn’s Law, officially known as the Terrorism (Protection of Premises) Act 2025, will ensure the public is better protected from terrorism by requiring specified premises and events to which the public have access to be prepared and ready to keep people safe in the event of an attack.

Who is affected?

The Act establishes a tiered approach, linked to the number of individuals it is reasonable to expect may be present at the same time, from time to time at the premises and/or events. This goes further than venue capacity and includes all people that would be at the event or on land adjacent to it, including outside space.

Smaller premises where 200 to 799 individuals may be present will be in the ‘standard tier’. The MoRServ Martyn’s Law community is specifically designed to support premises and events related to standard tier.

The requirements in this tier are centred on simple, low-cost activities designed to ensure those working at premises, venues or events are better prepared and able to reduce harm, and save lives, should an attack occur.

When do I need to do this by?

TheTerrorism (Protection of Premises) Act 2025, also known as Martyn’s Law, received Royal Assent on Thursday 3 April 2025, meaning the act became law.

Although the government haven’t agreed to a set implementation date Figen Murray, the chief instigator of the legislation, is working on a 24 month implementation period before the law comes into force and will be regulated and enforced. This is in order to enable premises and the regulator to put in place the required measures and processes.

Therefore, it is likely that you will need to meet the requirements for compliance by April 2027.

 

What is public protection and what do I need to do?

The act requires putting in place what is described as Public Protection Procedures, and must include ‘reasonably practicable’ measures for evacuation, invacuation, lockdown, and communications to reduce the risk of physical harm – and should cover both your premises, related outside spaces, and the immediate vicinity outside the premises in the event of an attack.

How does it affect me?

Persons responsible for standard tier premises or events must

  • have in place, so far as is reasonably practicable, appropriate public protection procedures that could be reasonably expected to reduce the risk of physical harm being caused to individuals if an attack were to occur there or nearby
  • notify the regulator, the Security Industry Authority (SIA), that they are responsible for their premises

UNDER 200 PEOPLE If your venue has fewer than 200 people, but you are proactive and safety conscious you may choose to adopt standard tier procedures voluntarily to enhance public safety and preparedness
